Chelsea rejected Inter’s latest bid for the Belgian international with the Premier League club holding out for in the region of €45m.
He spent last season back on loan at Inter following a disappointing 2021-22 campaign at Chelsea, where he scored 15 goals in 44 matches in all competitions.
Balogun, meanwhile, appeared to rule out another loan move earlier in June amid uncertainty over his long-term future at the Emirates.
He said: “What I can say is that I definitely won’t go on loan again.
“I’m not sure (about) the discussions that are going to take place, I’m not sure what’s going to happen.
“But I’m just committed to now, I try to stay present. I obviously want to enjoy the moment with my team and my family.”
Balogun had an impressive loan spell at French side Reims last season, scoring 21 Ligue 1 goals in 37 appearances.
